my Windows ME Cant restart

My Windows ME cant restart returns to dark screen with tiny dash on the top each time I restart.

is that a BLack screen with a white dash ? lol... and when you hit the power button thats all you get ?

I was trying to install MacAfe Antivirus when it requested a restart to continue installation, but the system would not restart at all. Always takes to this dark screen with a white dash blinking. Could it be a problem with the OS or hardware, how do I fix it up? The computer runs on Windows ME.

Well everytime I have seen that blinking curser it means the OS has been messed up pretty bad and had to put a new one on....Or use the disk to try and fix the boot sector witch can be kinda tricky...But like I said everytime I have seen that I lost everything..maybe someone else can help out some any Idea's anyone ?
