How do you create a text file?

How do you create a text file in c with any file type name in the back, such as file.abc or file.gcs or any other dot something. I'de like know how to do it the portable way, but if not, just let me know how to do it for win and linx.

Never mind..... just figured it out. Never knew when you write to file you can create one too.
