You can limit the bandwidth (the speed) but not the actual GBs the user has downloaded. See mod_bandwidth if you want to use this feature.

Otherwise you'll need some programming knowledge to do...

If you get your own domain name, you can control it yourself ~

If you get your domain from host, sometimes they do not switch the ownership to you as they are the person who registered your domain...

Depending on the ownership of the .htaccess file, if you change permission to 0700 when the ownership of the file is owned by apache (or http, nobody, depending the user running apache), it may work...
