the thing is, i just installed windows xp on this computer, so it started from scratch. there shouldnt be too many files on it already.

my computer has had so many issues. is it safe to completly wipe out my computer and start from scratch? such as reinstalling windows and all my other programs? and if so, how do i go about doing it?
