My problem with my system idle process is gone, thanks in large part by the suggestion of Big Ben to update my drivers; it still hiccups, but not as much.

I used a program one of the members here gave me a link to to manually lower the priority setting of svchost.exe

Worked like a charm. I believe it is Prcviewer.
