No it's just not a scam. It's another way to earn money. The only thing you can call it scam if you won't put their site on your sig after they pay you or they don't pay you after you put their site...

I also heard some bad comments about bidvertiser. I did not use bidvertiser but my friend have an account for that and he said, he had a low income compared to adsense.
