from what I have seen it is usually better to spend time finding more niche keywords to run on Google and Overture before spending too much money on tier 2 PPC search engines.

adwords and overture are generally the two must dos... their roi depends on site and industry. with few sites and clients I see better roi at overture on some and adwords on others.
