Alright...i fixed this not being able to boot problem...i took everything out..even my cpu fan and lithium battery about the size of a 10c piece...disconnected every cord....reconnected and replaced...

I have the same deal here.. i will run through what lead to this pc not being able to boot, but power on,cpu fans, hard drive, video card, cd rom etc.
