Ahh since you said your graphics card is OK I have a feeling your motherboard is at fault. I had a similar thing happen but it was my graphics card.

Could be all sorts of things:

Do you have any spyware on your system?
Could be just that SP2 has some flaws like always
Could be that security problem
Could be Hardware Problem
Drivers Problem...

Just could also be a Local Machine Security Policy issue too. I would double check your security settings.
