1. Motherboard short with the casing ( electric flow on your casing )
2. Check your ram. ( take a rubber and erase it at copper line )...

For the ie5 and above. U go to Tools>>click at Internet Option>>Connection. Set the Internet connection that u using.I think it might be work.
