you need to pull the hdd and throw it in another machine, back up your data, and reload your system.

you need to take the machine apart and then pop out the cmos battery or short the bios via jumper. then replace the battery, if this is the path taken, and reboot the system.

I would say boot with a knoppix or Bart PE live cd. Then copy all of your important info to an external drive and do a reload.
That would be the fastest solution.

to minimize the amount of items running at the start up go to
start->Run->msconfig
go to the startup tab and disable everything isnt related to windows or isnt important.
