BIOS was just turned off. There was 2 in there. one broke. Something like that. And her brother is still insisting on the Harddrive being the problem

her brother says it's definitly a harddrive probelm because:
if it was a hardware prob, then the pc would restart at different times, but it restarts at exactly the same point each time

My friends' pc is stuck in the cycle of booting to the:

-run in safe mode
-run in safe mode with command prompt

-last know good configuration
-start normally

Might help. As for installing on a new harddrive you need a xp disk, which microsoft should be able to help with.

Have you tried resetting your router (either through turning on and off, or a setting somewhere which your instructions should tell you). That could work.

run scans disconnected from the net, and in safe mode if possible (hit f8 {i think} on boot and select safe mode. norton won't work but others should)
