Azureus is a good client but it opens too many listening ports.. specially with public tracker.

I used Bit torrent in this scenario and its look good for up/down spead concers.

Are u using anykind of Hardware/Software firewall at the edge of your network???

If yes you have hardware firewall then it won't be difficult as firewall manufactures are providing IPS signatures...
