If it's a BIOS related problem, reinstalling the OS won't help much, otherwise if it isn't BIOS-related then it might solve the problem (in a drastic way)

I think Microsoft backup is able to do that, but it will be a more pleasant experience if you just use Acronis TrueImage (http://www.acronis.com/) which is designed for that purpose ...
