Its a bit vague. Through what kind of protocol do you want the mobile to communicate with the PC? via SMS (TXT) messaging? via phone call? And what level of controls are you looking at?

How about work full-time for a year or two before going for masters? The working experiences might change your perspective and help you make a better decision.

It would be good if you can attend some kind of open house or course preview talk at those university to find out more about the prerequisite. Most Comp Sci courses do not need prior programming...

That's a long list of requirements. From what I just browsed through, the real difficulty isn't the programming, but the kind of domain knowledge needed to make a well-designed software like that.

Your question is really too vague. And from your question, I guess you do not have much programming foundation. So why you wanna start doing something that is relatively complicated?
