I would strongly recommend against making a fixed width table of 1024. For starters, even with 1024 x 768 res, people will have to scroll to the right because of the width of the vertical scroll bar....

You cannot link to files on your computer from a server and expect others to be able to access them. You need to place those files on the server too and link to those. That should work for you.
