do as suggested by Xlphos check your jumper settings..were you able to boot from your dvd drive or not? if you were able to boot then i suppose it could be on your OS..your mobo comes with the disc...

try to download recuva software..just try it out it might help ;)

have you tried to check BIOS setup? as Devoted Hosting is asking is it a brand new HDD? has it been partitioned and formatted?

please be specific on what you said not running, not detected by your computer, files are corrupted cannot access, detected by your computer but cannot browse the files or what?

there is no way you can do this...

have you tried to load BIOS defaults? not really sure if this will help but sometimes it does..is your PC preloaded with the OS when you got it? or you install it yourself? if ever you installed it...

have you tried changing sata cables? check device manager for any problems?

have you formatted or either parititon the drive? or you just install it? you need to partition and format the drive before it shows up in your windows explorer...here's how..start->settings->control...

try copying your files to which is not large enough and will not take time to copy...don't copy large files you might not...

i suggest you use dvd disc or either thumb drive.. no problem with external hdd but as said by Hughv must be careful..mishandling the hdd will loss all your data..

but if you're dealing with files...

if your new mobo supports PATA then it should not be a problem... i check the link you post above but unable to find the specs.. just verify if it supports go ahead...

have you tried installing the 40GB hdd with OS and tried booting from there?
and once you're there go to control panel->administrative tools->disk management...then check whether it will be able to...

does it work on any other OS like XP? if not then it could be a faulty drive...
is it SATA or IDE drive?

have you tried to load default bios settings? try it out...
the samsung sata hdd have you used it before or not?
if it's a new one then you better return it..as far as i know samsung hdd is 3 years...
