As far as I know, there is no sp4 for IE6.0. (someone correct me if I am wrong) This isn't a solution to your problem, but a note that you may want to edit your post.

What version of windows are you using?

For 9x/me:
Start -> Run -> command

For 2000/XP:
Start -> Run -> cmd

Then, at the prompt type:

Can you ping the default gateway for that dialup connection? Do you have another ISP connection that you can try this same modem with?
