Update.

I've got the wallpaper back.

I rebooted and repeated the step Control Panel click Display > Desktop > Customize Desktop > Web > Uncheck "Security Info" if present....

You are a star. No spyware popups, no popping noise from the speaker, boot up and shutdown times still a little slower than I would like but significantly better. The only problems...
