Both PHP and MySQL are the only requirements for phpBB.

Both PHP and MySQL will run on a Windows machine.

I have ran WAMP (Windows, Apache, MySQL, PHP) with reasonable success.

If you installed Apache, PHP and mySQL then phpBB will work properly.
