Aparently it was a registry error. Something about upper and lower filters. So I guess I dont need help lol.

UPDATE!! Windows now says "Windows has successfully loaded the device driver for this hardware but cannot find the hardware device.(Code 41)" The device is enabled and the BIOS still recognizes it.
