It should not cause a problem to your laptop. If there is a problem, it will be that the external drive simply loses power. This is a window for dataloss, but otherwise things should be fine.

The overall answer is "Yes".

The other answer is "I have no idea how Windows Vista handles extended/logical partitions." Hopefully someone with this experience in Windows will respond.

It's a notebook. Be sure to acquire a 2.5" IDE harddrive. (not SATA) Then it's a matter of finding the user manual and following those instructions to replace (or in this case install) the drive.
