Well I fixed it. Thanks for the help guys. In the end all I needed to do was wait for my Panda Antivirus to finally get an update with the fix. And yes... No reformating needed.

I tried that system restore where you restore to a date prior to when the problem started, but I can't select a date before the problem began because I can't go back to before April for some reason...

I'm starting to agree with MAD_DOG, because I think I've tried over 20 different fixes each multiple times and ways and maybe 90% of them actually do get rid of the problem, but it ALWAYS comes back...
