I had the same issue with a laptop. Turned out to be the video board. Unfortunately these are built into the laptop on older laptops. Check on E-bay for a new one.

First thing you would want to try is burning the CD at the slowest speed possible. Some CD-Rs will not write at anything faster than 4x.

Since the error is in the atapi.sys module, you might want to get some hard drive diagnostics to see if the drives or controllers are causing any errors.
