Man, its amazing how naive the early internet developer were to base BGP on a trust protocol. ha, if only they knew.

You can check from pc without tool. just type internal ip adress of your router in your web browser address bar. usually 192.168.2.1 or something like that. you can find out what the internal address...

what exactly is it you want to do, obtain all ip adresses of pc in the network? because if thats so id advise just logging on to your router.

I would have to say the best way i know to do this would be a program called orb. Its free, easy to set up and has many other options as well. You can find it at orb.com.
