The computer powers down fans hard drive .ect but sometimes i just press it like a normal person it did it when i first build it

i have made a pc and when i turn it on sometimes it turns on fot 2 secons turns off for 5 secons then turns back on

ive got onboard graphics and the only thing ive got is hard drive cd drive and the main components do i have to take it apart then reconstruct it?

yes lots of progams have recovery tool like as he said the windows cd you could use acronis and norton ghost and other recovery cds

my friend installed Norton and it came up nothing it started to slow down the PC continuously disconnecting my friend from his network and when he turned it off i keeps booting up with a login screen...
