Oh, it's not really that hard. You could do this if you were writing it in program code, and it's just a little jump to do it in Excel.

A cascading if...else block does it.

Does the limited CPU power occur when the machine is running on AC power? I found that Compaq's defaults on mine had it limited to 50% CPU on battery but 100% on AC.

If you are buying a new PC with Vista installed, you have a reasonable assurance that it has appropriate drivers for the hardware. Finding XP drivers for new hardware is a hit or miss proposition....
