First of all such problem occurs during startup but I am geting this problem of CPU utilization on the desktop when the startup stage has already passed.

There are several reasons why you get such error messege.

Either the CD from which you are trying to install WinXP is not bootable?
Maybe the NTLDR file is corrupt and not making the CD to boot?...
