Windows 98's shell (explorer.exe) is not written in a way like Windows NT Platforms.
You cannot register that .dll in windows 98.

Through its bootable media.

It realy looks that harddisk got messed up...or also it caused by quick format applied earlier in case of installation.
It will not be restored through DOS you need to re-install.

This illegal operation might be caused if your shell32.dll (dynamic link library) got corrupted..try to restore it...follow this steps:

click 'start' go to 'run' and type 'sfc'...

(1) open your PC cabinet and then check RAM (memory stick), if it covered by dust clean it and restore..then restart your computer
