Ohk heres what you do.Open machine (only when you comfortable working inside) and disconect your fan.Run the fan at normal power(meaning not connected to lappy) If the fan runs well...

It sure sounds like a PSU surge malfunctioning. you can swap out the PSU with a known good one

the mobo specs usually state the size of it asswell.So if the size is right and air circulation, obviously appropriate fans then its all good
