Voting allows an at-a-glance view of whether a thread is worth clicking into, and this is just as useful in the Community Center as within other forums.

I am willing to bet that this is due to third party ads.

Basically that would really bulk up the SQL query that fetches posts each time a thread is displayed and IMHO is unnecessary for the extra resources it would take.

I have no idea what a blogroll is.
