#opening the file in read ("r") mode

yes. It is faster, i used to run XP and now i have installed windows 7 there is a very noticeable speed increase, especially on the startup time.

Yes you would increase that, but you would also need to completely redraw the whole circle. As well as that you would need to clear the last circle.
