I can't recall exactly where I got it from, just google for 'royale windows xp theme'. Royale is actually the default theme for Windows XP MCE 2005 (nifty fact there).

You needn't get the file back.

Go file, open, and type in 'command'. At the window that appears, type in the following, exactly:

attrib C:\Windows\Win.ini -r -h -s

Now browse to C:\Windows...

Perhaps you need to increase the screen brightness (on my Dell Latitude D510 the hotkey is Fn+Up Arrow).
Just a suggestion, but it might just work.
