Although the TCP/IP protocols are the same for dial-up networking and for LAN the settings can be very different. Suggest you check these settings, this in ME can best be done through the dial-up...

you could have a problem as USB will take an interrupt out of your system and you may not have a free one. if you have PCI IRQ steering things should be alright. if not look at COM or LPT ports you...

i installed PC-CILLIN 2000 quite some time ago, i run celeron 1.7 with 256 mb memory, with regular updates and real time scans plus spy bot, adaware 6 and spy blaster i find a smooth running...

you may be running the wrong PPP, change the server type in properties under dial-up networking, not networks.

I am not certain what you mean by drivers but the 430VX will support 66MHz SDRAM, 128 MB RAM only 64 MB of cached RAM and single processor P75+.It has no parity/ecc. trust this is of help to you....
