How? If I just go to the public folder/mailbox and then up in the menu click my way to where the auto-reply is, then isn't it just set for my account and not the public mailbox?

Have you made any changes/updates?

Normally when that screen you mention is show it means windows has been shutdown incorrectly and therefore is giving you the option of starting in a simpler mode...

It was the windows firewall that did it. The other users had disabled it on their own and that's why it worked for them.

The unauthorized error message can sometimes be due to a completely different problem than permissions. Anyway, try this for checking the connection:
