I was going to suggest Diskeeper (http://www.executive.com) for the reason that you can set it to run in the background. A little bit here, a little bit there! It just keeps it defragged.

By the way, if you download Diskeeper (http://www.executive.com), you won't have to run in safe mode or shut down everything -- it doesn't have a problem with open apps.

Do you have a pop-up blocker? Try turning it off. (Obviously this wouldn't be the case for *all* links, but for any links going to pop-ups/new windows, this is a common problem.)
