try this. press control alt delete and open the task manager. under the file tab click on new. should open a run box. type in control.exe and that should open the control panel. hope that helps!

Fixed it by opening up task manager. went to new. typed in control.exe which opened the control panel. clicked on taskbar menu. unchecked lock the taskbar. at that point was able to grab the taskbar...
