Chicago Developer Needed

I need a very strong PHP, MySQL programmer for a large Web development job. The freelancer will be required to work at the client site ONLY in the western Chicago suburbs. The project will begin in 2008 with the following high level criteria:

1) The main focus of the project is to develop a web site for members to individual membership records on the client's main membership system which is SQL based.

2) The client expects to finalize design specifications for the new web site by the end of December 2007.

3) All development work will need to be done at the client's facility. Proper PC and software will be provided by the client.

4) The new web site must be operational by July 1, 2008

5) The new web site must be available in the 11 "official" languages (English, Spanish, German, Swedish, Finnish, Portuguese, Korean, Japanese, Chinese, French, Italian) that are used within the client's organization.
