'restrictanonymous' reg key

hi guys, im fixing a PC, and it wont let me gain access to any .exe file, the only thing i can notice that could cause this problem is a reg key called 'restrictanonymous' the type is 'reg_dword' and the vaue is '0x00000001 (1)'
every time i try to delete, rename or alter this key in any shape or form, upon a restart the key is back in its original format.
i cant think of anything else that could be preventing access to .exe files.
i've ran a scan with a fully updated NAV 2004, tried removing it, altering it and deactivating it in safe mode, all to no avail.
any suggestions?
p.s. the PC is a P4 1.8ghz running an un-SP'd version of XP home 2002.
cant get access to the net on that PC though, as IE is an .exe
