Drag and Drop controls?

I wanted to make a visual basic 6 program that allows the user to move the controls around in the program, such as buttons, text boxes, etc. Somewhat like the Microsoft Visual Basic itself. How do I start doing this, I've read everywhere, including the books I have, and it only says things about OLE or something.
