I fixed it, I checked in windows defender and found a program called explorer exe and removed it. Must of picked it up somewhere, spyware or something. Defender said it was not installed with original operating system. I dont get the error anymore. I think it was conflicting with the legal explorer exe, when the computer was restarted.
