Unusual SW Development Approach

I know this is a little out there but I thought I would start here.
I am on a development project where the business process models are being developed internally. The original plan was to then do the data modeling internally and then issue an RFP for the development and implementation. But that may change. Under consideration is to complete the business process modeling internally and then issue the RFP and have the winning vendor do the data modeling. The project is pretty complex and it is thought that the data modeling activity would be a good chance for the vendor to get fully acquainted with the processes and staff. The real reason is to get the RFP published more quickly I think.
Regardless, this seems an unusual approach. Does anyone have any opinions on this approach, good or bad?
