Hotmail error (tcp_error)

Hi,
my hotmail account is logging on to the messenger, showing the number of messages. But when I try to open the mail box either thru explorer or thru msngr, it does not go in and show msg = network error (tcp_error) a commnication error occured."operation timed out" The web server may be down, too busy etc.
could you pls help
