"Page cannot be displayed" error in WinXP when using CD-ROM

Hi. My brother-in-law has a Sony laptop computer that he does not use to access the internet. He uses it mainly just to watch DVD's and for computer programs that he's bought. Lately, when he's either watching a DVD or has a CD in the drive, he gets a box that comes up that says "This page cannot be displayed." The only way he can get rid of it is using control-alt-delete. He brought over the computer so I could see for myself, but of course it wouldn't do it then. I would rule out viruses and such since he doesn't have internet service. It happens at random times, and with different movies, cd's, and programs that he's using from the CD-ROM drive, not just a particular one. Any idea what the problem could be? Thanks!
