Bandwidth management software

Hi,

I have two roommate's that download movies all day, every day. It's to the point now that there is no bandwidth left for me to even surf the Internet with. My question is:

Is there anyway to install some kind of software on my computer (ubuntu 7.10 or windows vista) that will limit the bandwidth that they receive?

How many computers are involved? What type/make/model of router do you have? What firewall are you using?

There are four computers involved. They all run Windows with the exception of mine. We have a D-Link WBR-2310 router, and the only firewall I am using is the default one on the router. If it helps anything, I have just reinstalled the router so that I have the password for the online configuration.

if the router has a QoS feature you can try to use that. otherwise, nothing on YOUR laptop will help.
