Yes you can run PHP on windows there is no problem. However instead of IIS server I would recommend to use Apache server, which more relaible. If you not sure how to install apache on windows you can use XAMPP package (it will install Apache, PHP, MySQL, phpMyadmin and Perl for you in one go)
