wrapping a pre tag

I currently have this in my css. But for the life of me IE7 won't do as it's told. The page looks GREAT in firefox but refuses to wrap in IE.

white-space: pre-wrap;       /* css-3 */
 white-space: -moz-pre-wrap;  /* Mozilla, since 1999 */
 white-space: -pre-wrap;      /* Opera 4-6 */
 white-space: -o-pre-wrap;    /* Opera 7 */
 word-wrap: break-word;       /* Internet Explorer 5.5+ */
 color: #333333;
 font-family: Tahoma, Arial, Helvetica, sans-serif;
 font-size: 12px;
}
the nearest i have got so far in IE is to add

width: 99%;

But this makes the page bigger so that it exists where the unwrapped text would be.

so the width option is out

I have found the same response everywhere but wonder if there is something i'm missing?
