Honestly, there are a lot of legal and logistic issues with setting up your own newsletter app (blacklists, spam laws etc...).
A quick Google search returned these results (can't vouch for how well they work)

Another option is to use an existing Email Service Provider, such as WhatCounts or Yesmail. Here is a site that has a comparison matrix of some common providers.
