freezing when trying to scan or defrag!

I cannot scandisk or defrag my computer because it freezes it. I have just reinstalled win 98se over itself again due to an explorer error upon start up. That seemed to do the trick but I still cannot defrag or scan. I am just trying to get everything straight here. I also have pop up issues but I am dealing with that in the security thread. Any ides anyone? Help!

Get your system cleaned of intruders first. Then boot into 'Safe mode', use CTRL-ALT-DEL and 'end task' everything except systray and explorer, and run defrag after that. That method is the best and quickest way to defrag in Windows 9x.
But DO NOT bother with Defrag until AFTER you've cleaned the system!
