Benq FP567S powers off and on continuously

I have a Benq FP567S monitor and recently when I pushed the power button on the from it would start powering off and on continuously and the only way to stop it was to unplug the monitor. I have disassembled the monitor and looked at the components on the two circuit boards.
There are no bulging capacitors or flash over marks. All of the solder spots are bright and shiny and no evidence of lifted traces. One post I found indicated that in general LCD monitors have an IC which is the pwn UC3842B in this case. However someone else indicated that if this IC goes then the unit would not power up at all.
Any suggestions are appreciated.
